E-Resource Management and Licensing Program

Previously known as the Digital Acquisitions Program, the evolvingHarvard E-Resource Management and Licensing program supports the sharedpurchase, licensing, and implementation of commercially availableelectronic resources for the Harvard libraries.

More than 70 new databases and other e-resources were acquired in FY2006, including AnthroSource; Business Source Complete; Classical MusicLibrary; Garden, Landscape & Horticulture Index (EBSCOhost);LexisNexis Congressional Research Digital Collection; Making of ModernLaw: US Supreme Court Records and Briefs 1832–1978; and the USCongressional Serial Set (1817–1980) with American State Papers(1789–1838). There was also a large increase in the number of Asiane-resources, including additional content from East View InformationServices, KISS (Korean Knowledge Information Services), JapanKnowledge, and a large number of dictionaries and other resources.

More than 500 new e-journals and 100 new e-books were made availableto the Harvard community, in addition to an increasing number of onlinejournals, newspapers, and even e-books added to aggregated databasessuch as Academic Search Premier (EBSCOhost) and LexisNexis AcademicUniverse.

The central HUL E-Resource Management Program processed payments ofmore than $2.3 million in FY 2006, a significant increase over theprevious year. This was due in part to “flipped” journal deals in whichthe bulk of the payments are now being made for the online access fortitles that are available in both print and online versions.

The increasing number of e-resources creates a growing demand forefficient processing and cataloging of new resources. To support thisgoal, staff from the central e-resource management program developed aseries of workshops to train library staff in the workflow andrequirements of e-resource licensing, acquisitions, processing, andcataloging. An equally important effort resulted from work with theDigital Acquisitions and Collections Committee (DACC) to develop aHarvard standard license. The license template will enable licensingspecialists throughout the Harvard University Library to enter intolicense negotiations with vendors while ensuring that license terms areconsistent with guidelines approved by the Office of the GeneralCounsel.

Internal Challenge Grant Program

Since1998, the LDI grant program has funded 45 projects through whichhundreds of Harvard staff members have gained experience in workingwith digital projects. In FY 2006, eight projects were completed. Eightprojects were awarded. Five projects employed LDI’s ManagementAssistance and Planning programs (LDI MAP), a cost-recovery servicethat has provided customized, hands-on assistance to managers of LDI’sgrant-funded projects.

This year, a new web site produced jointly with the Open CollectionsProgram was launched: A Selection of Web-Accessible Collections,located at http://digitalcollections.harvard.edu, provides easy accessto many of Harvard’s subject-specific digital collections. A companionpublication (http://hul.harvard.edu/publications/wac0207.pdf) wasdeveloped in collaboration with the HUL communications office. Themuch-requested publication Key to Online Resources(http://hul.harvard.edu/publications/key0207.pdf) underwent its fourthprinting.

Also this year, OIS began collaborating with Harvard’s new Centerfor Geographic Analysis (CGA). OIS and CGA are pursuing the HarvardGeospatial Library (HGL) as the primary data-sharing platform forgeospatial data sets across the University, and they agreed to jointlyfund HGL development. Members jointly sit on steering committees forHGL and CGA, with a primary focus on extending HGL. In addition, stafffrom both groups worked closely on training, presentations, and staffrecruitment for CGA.
